The New York State Board of Regents recently adopted a change to Section 80.2.9 of the Regulations of the Commissioner of Education establishing a new supplementary bilingual education extension in response to persistent teacher shortages in bilingual education. This supplementary extension will allow a teacher or pupil personnel service provider (school social worker, school counselor, school psychologist) to provide bilingual instruction or service, for up to three years, while completing a registered college bilingual extension program.
SUPPLEMENTARY BILINGUAL EDUCATION EXTENSION
It is used when…
- There is a demonstrated shortage of certified teachers in bilingual education.
- A school district or BOCES makes a commitment to employ a teacher holding a supplementary extension and provide appropriate support.
You are eligible if you…
- Hold a valid NYS certificate in a classroom teaching or pupil personnel service provider title.
- Have completed a three (3) semester hours which must include theories of bilingual education and multicultural perspectives.
- Enrolled in a bilingual extension program to complete at least nine (9) additional semester hours within a three-year period.
- Provide documentation of proficiency in the target language (college assessment).
- Provide documentation of employment and commitment from a school district or BOCES.
How long is it valid?
- The certificate is valid for three years from its effective date and is not renewable.
Are there Limitations?
- A holder of this certificate can only teach in the school district or BOCES that provided the commitment for employment.
How do you apply?
- Candidates submit an application with verifying statements from the employing school district or BOCES.
- The application is available through the Office of Teaching Initiatives (OTI) TEACH online services www.highered.nysed.gov/tcert/TEACH.
