Overall: There is an increase of $265 million on a state fiscal year basis which converts to academic year funding of approximately $360 million. The Legislature adds an additional $763 million in capital funding. The following are highlights of the Legislature's changes to the Executive Budget.

SUNY

Senior Colleges

* $85.3 million to reject Governor's proposed $500 tuition increase

* Additional operating aid in the amount of $31.6 million

* $25 million for full-time faculty and enrollment growth

* $2 million for high-needs programs

* $5 million for the Albany East Campus Biomedical Technology Center

Community Colleges

* Increase in community college base aid of $75 on top of the proposed $100 increase for a total increase of $175
 
* $1.8 million increase for high-need programs
 
* $ 1 million increase for contract courses

Additional Changes

* Legislature rejects conversion of SUNY hospitals into private not-for-profits
 
* $2.7 million increase for Educational Opportunity Centers
 
* $1.7 million increase for Educational Opportunity Programs
 
* SUNY capital funding increased by $461 million

CUNY

Senior Colleges

* $45.7 million to reject Governor's proposed tuition increase of $300
 
* $20.3 million for additional operating aid and full-time faculty lines
 
* $250,000 for Specialized Equipment Services for Students with Disabilities

Community Colleges

* Community college base aid increased $75 above the proposed $100 increase for a total increase of $175
 
* $1 million increase for contract courses

Additional Changes

* SEEK program increase of $1.4 million
 
* CUNY capital funding increased by $302 million

State Education Department

* $4.2 million increase in BUNDY Aid
 
* $2 million for the Higher Education Opportunity Program
 
* $1 million for the Liberty Partnerships Program

Higher Education Services Corporation

* The Legislature restores proposed reductions to the TAP program
 
* TAP program is expanded to create a Part-Time TAP program
 
* Additional funds are provided for the Patricia McGee Nursing Faculty Scholarship Program
