Teacher Certification Titles (Effective 9/1/04)

All candidates who apply for teacher certification on or after February 2, 2004 will be subject to new certification requirements as found in Part 80 of the Regulations of the Commissioner of Education. Those new certification requirements also reflect a number of new or revised certificate titles. This Briefing Bulletin contrasts the certificate titles available prior to February 2, 2004 with the new certificate titles effective on or after February 2, 2004.

It is important to note that teacher certification candidates who:

• have been issued a provisional certificate with an effective date that begins on or before February 1, 2004; and have not allowed their provisional certification to lapse; and will seek permanent certification in the same certificate title will not be affected by the new certification requirements or new certificate titles.

Teacher certification candidates who:

• apply for a new certificate title after February 2, 2004 will gain certification under the new requirements and titles.

Local leaders should be aware of those certification title areas that are narrowed after February 2, 2004. There is the potential for significant impact on staffing and teacher assignments in the future for those teachers certified under the new titles.
