Local leaders and members are continually faced with many questions and problems regarding teacher certification in New York State because of significant changes in certification requirements over the last decade (see Appendices IV, V and VI). Some teachers are working toward their permanent certification status under regulations that were in place until February 1, 2004. Others will be working under new regulations that became effective on February 2, 2004. The purpose of this Information Bulletin is to summarize the information most commonly sought by members and local leaders and provide resources for addressing questions and problems. This Information Bulletin will only discuss the requirements for classroom teaching certification. For teaching assistant certification information, see NYSUT Information Bulletin #200610, New Certification Requirements for Teaching Assistants.

The contents of this Information Bulletin include:

  • An Overview of Teacher Certification;
  • The Certification Process until February 1, 2004;
  • The Certification Process as of February 2, 2004;
  • Contact Information;
  • Other Certification Information;
  • Advice to Local Leaders; and
  • Appendices.

This document is only for your information and is not to be considered an official interpretation of the rules and regulations of the Commissioner of Education.
