Public Forums on Interim Growth Model for NYS Accountability System
NYSUT encourages members to participate in public forums this fall
The Board of Regents has announced a series of forums to inform the public about New York state's interim growth model for the accountability system and to solicit feedback on the model being submitted to the United States Department of Education (USDE) for approval. Chapter 57 of the laws of 2007 requires that a growth model be developed and submitted to USDE.
We strongly encourage NYSUT members to attend the forums. Given the significant impact that the growth model will play in our state's accountability system, our practitioners' views should be factored into this proposal.
Each forum will present an overview on the growth model initiative, with time for small group discussions focusing on key issues related to the model. Participants will also be asked to complete a survey, the results of which will be shared with the Board of Regents
To help you structure your comments on the interim growth model, a list of suggested questions and issues appear below.
Questions for the Board of Regents on the Proposed Growth Model
1. What is the purpose of using a growth model?
2. How will data on students with disabilities and English language learners be used in the model?
3. Are the current tests appropriate for measuring growth?
4. How will SED handle the following issues:
- Missing data
- Timing of tests
- Differences in what tests measure
5. What assurances will be established to make sure the results obtained by the growth model will not be used to evaluate teachers?
6. What impact will the implementation of the growth model have on instruction?
7. How will this change impact the assessment program at the school level?
