Consistent with the Board of Regents leadership to strengthen the quality of teaching in New York State and to ensure that all students are taught by certified and effective teachers, section 305 of State Education Law was amended in April 2007 to require the Commissioner of Education to conduct a study about evaluating the effectiveness of teacher preparation programs in consultation with institutions of higher education and make recommendations to the Board of Regents, including recommendations for developing or modifying data systems.
