Overview
The $2 billion “Smart Schools Bond Act of 2014” was approved by the voters at the 2014 General Election. The FAQ provides answers to a series of questions being raised about the implementation of the Bond Act.
What was the allocation methodology of the bond act?
Each school district has already been given the amount of their allocation from the bond act. A list of all district allocations is included beginning on page three. These allocations are based on the percent of total school aid which the district receives. Therefore, if a district receives
one percent of statewide school aid then the district would receive a bond act allocation equal to one percent of $2 billion, or $20 million.
What type of projects can be undertaken with the bond act allocations?
There are four general areas a district can spend their bond act allocations; technology, pre-k space, high-tech security, and instructional space to replace temporary classrooms. This includes, but is not limited to: interactive whiteboards; computer servers; tablets, desktop and laptop computers; high-speed broadband or wireless internet connectivity for schools and communities; capital projects to construct, enhance or modernize educational facilities to accommodate pre-kindergarten programs and provide instructional space to replace transportable classroom units; and capital projects to install high-tech security features in school buildings and on school campuses.
What is the process for schools accessing their bond act allocations?
Districts are required to submit a “Smart Schools Investment Plan” to the Smart Schools Review Board which is comprised of the education commissioner, the state budget director, and the chancellor of the State University of New York. The plan will describe how the district will use the Smart Schools Bond Act funds. The district may not receive a Smart Schools Grant until the review board approves their plan. This review board has not yet produced guidance or an application process for school districts.
Do districts have to consult in the development of their plan?
Yes, in developing such investment plans, school districts are required to consult with parents, teachers, students, community members and other stakeholders. However, this plan does not have to be collectively bargained and does not require union approval.
Are there recommendations about items that should be included in a district investment plan if the bond funds are used on technology items
Yes, districts should have plans which support the district’s current tech plan. A tech plan is a long-range plan to ensure that taxpayer money is wisely spent to support student learning. This tech plan is developed by teachers, administrators and other stakeholders.
Also, districts should specify how the capital improvement will be sustained financially.
Professional Development (PD) must be included in the process. The district’s PD plan should address how they will support teacher training for newly acquired technology.
Is there a required financial contribution by school districts for bond act projects?
No, the projects undertaken with Smart Schools Grants are fully state-funded and there is no required local financial contribution from the school district.
Do nonpublic students benefit from these funds?
It depends. If a district uses Smart Schools funds for classroom technology then it shall be made available to nonpublic students who attend nonpublic schools within the school district upon their request. This loan process is consistent with existing practices of “loaning” instructional computer hardware to nonpublic students. Nonpublic students could only receive loans from the school district for classroom instructional technology such as laptops, tablets, computers, servers, and projects which expand broadband access and wireless internet connectivity.
Do 853 Schools, Special Act School Districts and 4201 Schools receive any funds from the bond act?
Not directly – but yes. These specialized schools do not directly receive bond act allocations. However, the passage of the bond act triggered a new $5 million capital grant program for these schools.
These specialized schools will apply to the Smart Schools Review Board for funds from this grant program. These grants can be used for the same purposes as school districts can use the bond act proceeds. As with traditional public schools, the review board has not yet indicated when and how a school can apply for these specialized grant funds. Unlike school districts, each specialized school is not guaranteed an allocation of funds. These grants will be approved by the Smart School Review Board in the same manner as public schools.
