Michael Mulgrew, president of the United Federation of Teachers, NYSUT's largest local, outlined what he called a "focus on fundamentals" in the New York City public school system during a speech Jan. 26 at the Center for New York City Affairs.

Mulgrew said the city's Department of Education needs to overhaul its admissions and enrollment policies, and called for the creation of an early warning system for struggling schools.
