For years, NYSUT has fought to modernize New York's outdated BOCES funding formula—a system that hadn't been updated since the early 1990s. During a recent visit to Putnam Northern Westchester BOCES, NYSUT President Melinda Person saw firsthand how that advocacy is paying off as school districts across the state expand and enhance their Career and Technical Education programs.

Person's visit perfectly illustrates why this fight was so important. From carpentry and electrical work to HVAC, culinary arts, and digital media, students are discovering their passions while gaining real-world skills that employers desperately need.

The recent legislative victory that updated the BOCES aid formula and increased the salary cap is already making a difference at schools like Putnam Northern Westchester BOCES, which can now invest in expanding programs and reducing waitlists that previously kept too many students from accessing these valuable opportunities.

"Industries are in critical need of workers with technical skills and experience," Person observed during her visit. "Every day we hear about programs where there are hundreds of students on waiting lists for a few coveted CTE courses."

More Than Just Job Training

What impressed Person about the Putnam Northern Westchester programs wasn't just the technical training but the comprehensive support they provide. During her tour, she saw how strong special education programs create an inclusive environment where all students can thrive. Occupational therapy and other essential services ensure that every student has the support they need to succeed.

Person was equally impressed by the educators' passion. Many are alumni of the programs they now teach, demonstrating a deep commitment to their local industries and communities. This creates a powerful cycle of knowledge and mentorship that benefits entire regions.

Part of a Statewide Success Story

Person's visit to Putnam Northern Westchester BOCES is part of her travels across New York State to showcase exceptional BOCES and CTE programs. These programs represent what public education can offer: hands-on learning that engages students, connects them to their communities, and prepares them for careers that support families and drive our economy forward.

"When we invest in programs like those at Putnam Northern Westchester BOCES, we're not just investing in individual students—we're investing in New York's future workforce and economic competitiveness," Person said. "That's why NYSUT will continue fighting to ensure these vital programs have the resources they need to serve every student who wants to learn."
